Mr. Downs holds a Bachelor’s in history, a Master of Arts in Education, and a Juris Doctor.  Mr. Downs is admitted to practice law in the State of New Jersey and holds professional licenses in the field of education.  Mr. Downs has many years of experience working with adolescents and their families with issues of substance abuse, special education, learning disabilities, and behavioral health issues and speaks rudimentary conversational Spanish.

Mr. Downs is the Public Defender for the Town of Dover, Morris County, New Jersey and is "Of Counsel" to Stern, Lavinthal, Frankenberg, & Norgaard
